When I spent the summer in England during the 1970's I noticed many men (and a few women) sweeping the streets. They had rolling cans with wide brooms and an assortment of implements. They literally swept the streets with man power.

Apparently in England at the time, those who wanted unemployment payments, reported to work. I do not know if it is still that way, but it is a better system than putting people on the dole.

steve, My Dad was in the CCC during the great depression, and that not only allowed him to work for his dinner, but he came away from it with a work ethic that helped him to begin a business of his own, and make it flourish to a very profitable enterprise.

Such a program would not be welcomed by those that need help in these days. Many people try to find a way to get on the government dole, and live quite well without working a day of their lives.
