Now thats a good start. You have adopted the Saudi plan.
I would adjust it with mutually agreed to land trades and caah payments to allow contiguos settlements to stay in israel if at all possible. I proposed the same thing for EJ but over time and with benchmarks like no terror from the other side. I also suggested as an alternative a sort of city state status for all of jeruslam probably with israeli civil admin but rotating control between the three religions. But the key to any plan is time. It took 40 years since 1967 to get to this level of hatred. It will take at least another 40 before EJ can be capital or part of a diffent scheme.
How do you define "aimed ordinance" and how does one aim if the pal tactics continue to be suicide attacks etc. If israel is to look at the pals as a "sovereign state" they cant allow terrorism to cross its borders without severe penalty. For instand MAD stopped nuke war. The israelis may need harsh measures to stop terror. Or do you expect hamas and the rest just to trade terror in? My belief is that the pal goal is still liberation of all of israel. This is the conundrem you dont address and that i fear most/
