I don't have a convenient quote that I can Google and link to, but if you look at liberal social programs up until the 90's, they were all focused on helping the poor get out of their situation. But try as they might, they could not make a dent on poverty because most of the conditions that lead to poverty are well beyond government control.

So liberalism has evolved into keeping the middle class from becoming poor. You could argue that parts of conservatism have been adopted by the left, especially while Bill Clinton was president.
