What's unfortunate about this issue is that there seems to be no place in between documented people having access to guns and guns are everywhere. The fact that Cho purchased 2 guns was documented, for all the good that did anyone. Federal form 4473 was filled out and filed. Cho produced three IDs when he bought the guns. Of course if he didn't want to do all of that, he could have just bought the guns illegally, either on the street, or have someone else buy them for him.
