The Chinese dream scenario runs something like this:

1. Delay 3G licensing until TD-SCDMA works almost as well as its competitors. (75 percent as well is just fine.)

2. Refuse to pay any royalties to any foreigners for anything to do with TD-SCDMA. Their "home-grown" technology.

3. Use political muscle to have various countries adopt TD-SCDMA as their standard.

4. These countries then pay royalties to China. But China doesn't pay royalties to anyone.

5. Flip one country at a time to TD-SCDMA, with a mixture of low royalties (say a teaser rate of 2%) and political pressure.

Therefore, if TD-SCDMA can't even get to step one, it must really be a dog.
