re: The problem I'm having is keeping a straight face throughout all this, knowing full well that anything that I can offer has in all likelihood been delivered to them in spades many times over, only to be shelved in some sub-basement archive for future review.

One thing that comes to mind, that has been lost in the shuffle with no attempt to resuscitate (and that the Powell FCC even endorsed) is the requirement for service providers to disclose meaningful and accurate information on the performance capabilities and limitations of broadband service plans.

Martin's FCC deleted that and replaced it with some hand-waving statement that consumers are entitled to competition. In no way is that a substitute for the original requirement, and the original really needs to be re-instated.

There will never be any enforceable evidence of a problem if there is no accountability on what they're selling. They will always be able to say, "well we never actually promised that, you just read that into our sales literature."

Getting the FCC to agree to reinstate that is the first step. Defining exactly what constitutes "meaningful and accurate disclosure" follows that.
