Agreed. However there are tremendous costs associated with the actions of the severely mentally disturbed.

And here's where my problem lies. It seems these disturbed people are treated as if they are able to function within the acceptable norms of society. The risks they present are placed on innocent, unwitting people who are aware of the potential dangers that may be lurking among them. Worse still, they are in an environment that forbids them any legal opportunity for equal self protection when someone like Cho goes off the reservation. Meanwhile it is unconscionable, that people like Cho, who have been committed voluntarily or otherwise, can buy firearms because of their privacy rights.

The costs associated with Cho's massacre alone would have built several large mental hospitals.
