Maybe....

A little leverage is always a good thing when you are trying to influence a situation. However, the emphasis seems to be on the word 'little'....

(Becaue the admin. seems to be holding to the position that while they would, tentatively, 'welcome' Congress laying down some defined 'goals' for the Iraqi government to meet, some deadlines, targets, etc. --- they STILL would OPPOSE backing those 'goals' or 'performance standards' up with any actual teeth in the legislation... any penalties for doing the wrong things.)

Hard to see how we are ever going to motivate people when it is all just feel-good PR slop for the public to lap up... with no enforcement provisions or teeth at all.

A better methodology for continued failure would be hard to devise. :-(
