You asked where the money came from, not what else could have been done with it.

As for what could have been done with it - Well Ford could probably have spent it better. If the CEO had done a very good job the $39 mil would have been more then worth it. The benefit from the correct direction and decisions made by the CEO of a large company will normally have a much higher return on investment than $39mil of machines or OT. The problem is that the CEO didn't do such a good job. That makes it a bad investment, just as if they had spent $39mil on shoddy equipment.
