I saw a very interesting discussion of this, in the context of education dollars. Apparently about 20 years ago Ireland started dramatically expanding it's education system. There is a 9x return, according to the article I read, on education dollars. This discussion involved a look at India, and the problems India may have in the coming years because they are not spending enough on education.
