This is, and I grant you this, as well, a lot easier said than done.

That's known as "given it a haircut." or, "Same monkeys, different tree."

The classic example of what works happened under, [believe it or not] the Carter Admin. On Oct. 24, 1978, President Carter signed the Airline Deregulation Act, which abolished the Civil Aeronautics Board and ended the system of strict rules on when and where the airlines could fly and how much they could charge.

The only thing that works. Get rid of the whole department. Otherwise, the Bureaucrats ride you out and come back in the next Admin.
