Another way to look at it is that VA Tech was right about 1% of 9/11 deaths. I'm pretty sure our response to 9/11 is close to costing us $1T by the time the current adventures wind down. Do you think the USA will spend anywhere near an additional 1% of $1T dealing with domestic gun violence as a result of what happened? Or consider all the laws we decided were not really good, or should be bent following 9/11. Would we think that perhaps some laws regarding guns might not be really good, or should be bent following VA Tech? Nah!
