They have important things to deal with, such as lunch, preening, getting money out of the till, bossing people around and generally feathering their nests.

Don't forget their most important function. Calculating how long it is until their retirement, and much it will be.

When we had the "DC Sniper," the FBI pulled their trainees out of Quantico and put them on the phones to take tips. Turns out the two snipers called in twice and got hung up on.

Let's keep in mind, also, that the lady at the FBI office who answers the phone is a G-6 (at best) functionary who is not likely terribly good at making judgments on what to take seriously and what not to take seriously.
