Really? Are you talking about schools in your area with ~400 students, like a local community elementary school, or schools with 20,000+ students, like Va. Tech?

A gunman struck the Virginia Tech campus, killed, still at large, and business as usual carried on. Oh, they sent out a campus wide email two hours later

Yes, they should have known the gunman went back to his room to do some paperwork and get some mail out before he went off to shoot 30 more people. How stupid of them not to have figured that one out.
