Frangible bullets will do that. But so will large, slow bullets like a .45. For stopping someone dead in his tracks the .45 is the weapon of choice. It was developed during the Philippines insurrection for exactly that purpose.

Filipino tribesmen would wrap their pressure points with vines and charge into an American camp armed with a machete. A soldier could hit a tribesman repeatedly with his .38 and still get hacked to death. A .38 or a 9mm can poke you full of holes and make you bleed without necessarily stopping you. A .45 will knock a man flat even when it hits an extremity.
