If by that you mean "were they trying to 'play politics' with these federal offices, and use them to protect their own from some investigations, while steer some investigations (or at least play with the timing and press releases, etc.) in the direction of their opponents so as to extract political dividends from these reins of power?"

I'd say, well... where there is smoke there is usually fire, so the odds are, yes, that probably EXACTLY what they were trying to accomplish.
