Cho had been previously committed to a mental institution against his will. He would have had to LIE on the Federal Firearm form he had to fill out when he bought his guns, so he broke Federal law. Presumably, some later check would have revealed it, in a perfect world.

He did lie which confounded the gun dealer to no end.

According to Harris, the system is supposed to be lax. To compensate, everyone should carry, probably have body armor and campuses should turn into prisons to compensate.

There is something out of whack, but I am not sure what it is...

Since you're talking about a perfect world, "later" would be measured in nanoseconds.

The whole system of gun regulation is lazy and weak for a very specific reason. The gun lobby blocks all efforts at regulation.
