This was the same time period that "One Flew Over the Cookoo's Nest" came out and demonized asylums. Those people were let out on the streets and that's where many still are when they're not walking down the light rail tracks as a short cut to their next handout. Or worse. Every time I see somebody roll down their window and hand one of these guys cash I think of that. It's not a kindness. It's aiding and abetting them. It's perpetuating them. They have learned to milk the system and it's our fault.
