It's is a loony idea. I don't think anyone is taking him seriously...well, maybe a few are...we know the type. Although I don't believe for a minute posting a sign that says "gun free zone" will stop criminals - I have a problem with making guns ubiquitous on any campus. It's the last place on earth you want people worrying about their safety. As a step in the safety direction - I'd suggest that teachers with the correct training and qualifications could be allowed to carry like pilots can today. Not required, not mandated but entirely voluntary and only in a concealed fashion with mandated training. Most schools can't afford paid guards but could perhaps afford some training courses.
