As I understand it, Hawkmoon has a bank account and self-justification in this thing. His head is so full of glop because of that that he will never be able to think rationally about the fiasco. The story is that the Bush is slowly lowering expectations for the Surge. He goes out now in a fairly low key way and starts to chip away at them so that the bar is very low indeed. Just how low remains to be seen. Given that he also says that the Surge isn't even completely in place, things must be very bad indeed. I mean, this is Bush lowering expectations and his expectations usually aren't that high anyway.
