Saddam would have paid France and Russia billions without any new reserves, once the sanctions had been lifted. They had sweetheart deals waiting.

Notice that France is singing a "different tune" when it comes to Iran? Suddenly the prospect of a PG country getting a nuclear bomb is a problem for them. They certainly don't want Iran to obtain one.

They are still holding out some hopes that some of their previous Sunni contacts will get them some of those new Iraqi oil concessions and a nuclear Iran seriously alters the political risk equation.
