Give u an example where such a concept has worked : India :

- The President is the Commander in Chief and has authority to declare war based on advice given. The President also has authority to fire the Prime Minister, dissolve Parliament and ask for new elections to be held.
- The Prime Minister is the head of the Executive branch of Govt
- The Speaker of the Houses are the heads of the legislative branch
- The Supreme Court is the head of the judicial branch
- the Military reports to the President, but its day to day affairs are managed by the Defence Minister - a Cabinet position that reports to the Prime Minister. However, neither the Defence Ministry nor the Prime Minister can order the Military into war.

One quirk in this scenario is : the Prime Minister is the nominated person from the winning party in the Legislative branch. He / she does not have to be elected.
