Speculation:

"I don't think the Administration would create a NEW investigation to try and lessen the existing investigations."

Let me add a third speculation to the mix of possibilities... could it be that the Office of Special Counsel is just (belatedly) getting around to doing the job it's supposed to be routinely doing?

(I am just a wee bit cautious though that a "presidential appointee" is going to be all that diligent in investigating other presidential appointees, and the actions of his own WH. Which is why I lean towards the --- admittedly more cynical --- position that they are mostly trying to just 'set a back fire to starve the 'forest fire' of it's fuel.)
