This is sure a blow against the private sector

This appears to be a blow against Virginia and Maryland in particularly that have a lot of private sector firms that have been very effective in doing work that the federal government is not effective in doing.

This is just a step away from "nationalization of the private companies"-----or perhaps a step in the process.
