People who are passionate about an issue seldom make jokes at the expense of that passion. I take your point. But that doesn't necessarily mean this wasn't one. My point was not to insist that it was absolutely a joke although I read it that way. I reacted because you have to be pretty, er, "passionate" to insist that this absolutely WASN'T a joke. There's plenty of plausible deniability here. I read it as a joke mainly because, if you were going to make a joke on this subject, that's how you'd write it. If you were making an earnest proposal on this, you would phrase it differently. There's too much extraneous banter in it for a straight proposal.
