When the can is empty like Saddam was, that might be a good strategy. It was others who imagined the can had potential mushrooms in that caused problems.

Exactly how is a can "empty" when it has total personal control of a large oil producing state with 100s of billions of dollars in revenues, and a track record of building and using WMDs?

This whole argument is extremely dishonest.
