It removes magnetic field that has built up in the ferromagnetic parts of the CRT assembly- -generally a result of keeping he display in the same position for a long time. The earth's field causes the ferromagnetic parts to acquire a magnetic field of their own, throwing off the electron beam from the electron gun. That beam should be guided only by the magnetic field generated by the field coils that are part of the CRT assembly.

Sort of like cleaning out the accumulated scum of life- -which is what I have in mind! :-)
