Tar sands? Recovery cost of tar sand per bbl = min $80 and rising independently of crude cost to find.

Depends on technology doesn't it? Found this in last Saturday's Financial Post. The original article I read here

isn't available without paying. The substantial point is that the process is about half the build cost of conventional in situ SAGD extraction of sands' oil. Fire flood is not new but these people are getting it to work and seem to be having success in scaling up.
