haqi, all gun dealers have to go through the Instacheck process when selling a gun. Instacheck is a national database of criminal charges. I'm not sure who runs it, the FBI, I think. It takes as long as making a phone call by the dealer and the Instacheck operator typing in the gun buyer's info to do a search, usually about 30 seconds to a minute. Then the gun dealer writes an authorization number on the Form 4473, and the sale is completed (or not, depending on what comes up on the computer).

Some states have additional requirements and other databases to check, I don't know "who does what" in every state. I know I can buy a long gun in any state that borders me. Handguns I can only buy from a dealer in my state.

But, I can legally buy any long gun or handgun from an individual in most states without any paperwork or going through Instacheck. There is no tracing of serial numbers either, when going individual to individual (except in some states, notably California).

Gun shows are just places where individuals gather to swap stories and guns. If a licensed FFL sets up a booth, he has to follow the rules for a gun dealer, complete with the Form 4473 and Instacheck.
