It's allowed in Illinois.

In Canada, if you pay in American dollars the attendant will frequently forget the exchange rate and give you change in Canadian. Better to pay by card.

new jersey has the same laws. it is a political thing about jobs.. they also try to claim it is unsafe to pump your own gas. What it is , is another opportunity for an attendant to get your credit card number, and ring up false charges,, or another one was to over charge on the ticket. Numerous times on new jersey turnpike they would catch rings of attendants ripping off customers.

When I buy gas in Oregon, I step out of the car, greet the attendant, and then swipe my card in the on-pump card reader. The attendant does not touch or see the card.

We have those in WA State. You can generally fill up at any station, even if closed. In fact, we have member only filling stations that are unattended at all times.
