Hussain al-Shahristani is the Iraqi oil minister: sciencemag.org They have crafted a new law they are trying to force the Iraqis to sigh which would basically hand over Iraqi oil not to the American taxpayers who funded this disasterous war, but to the private oil companies they serve. Maliki is very weak and is seen as a puppet of the US. That government does not speak with one voice. It is in the middle of a civil war.
