It will take another generation before we see much change. Voters do not accept responsibility for whom they elect, they do not take the time to really analyze the candidates, nor do they have the qualifications in many cases to make that decision. The party system works well for them...they simply support democrats or republicans. We can see examples of that here...and not one of those partisans is considered intelligent.

But if that person doesn't toe the party line they are punished. Like Lieberman. they will get all the bad committees, an office on the 4th floor the size of a closet
