Once again, the definition;

Fear mongering is the use of fear to leverage the opinions and actions of others towards some end. The object of fear is exaggerated; those the fear is directed toward are kept aware of it on a constant basis.

No one, especially me is suggesting terrorism be poo-pooed. Two important words need to be noted to understanding the term though; "leverage" and "exaggerated". Would you argue the example from the definition used by Johnson was not meant to leverage and exaggerate the threat? Sometimes the example is easier understood if it is switched to the opposing party.
