The chaos Petraeus refers to is the difficulty the US will have in maintaining a puppet government in Iraq, difficulty in getting the stolen Iraqi oil out fast enough and without interference from insurgents a.k.a terrorists and the difficulty in maintaining military bases all along the Iranian border ready to attack Iran and possibly even Russia.
