LOLOL, Mustard Gas will drift a long ways with the wind. It does not fall straight down like you possibly believe to be the case...but the logical way for terrorists to use it would be in the water. It would cause serious problems to the populace of a city. That is one reason why NYC is changing 26 water treatment facilities. I know, I am a supplier to those jobs.

You are wrong...again.

Mustard gas is heavier than air and sinks. Therefore it it not a good terror weapon. It might kill someone if they are lying on the ground or hiding in a hole, but only a foolish terrorist would use it. The point is that MG does not qualify as a terrorist-friendly WMD.
