You got a better way of getting minerals. And I can't imagine a more incorrect statement than the one you made, anyway.

The mining industry has been allowed to do their thing and walk away leaving the clean-up (if there is one) to the taxpayers.

The terms allowed by the government have been overly liberal in order to promote mining.

It is not a question of doing without, but a question of doing it responsibly.
