Cities are notorious for wanting to develop commercial land on their schedule. Unscrupulous developers convince the city bureaucrats that they have to act now, and not allow the owners to develop on a schedule that fits their wishes.

Eminent domain for commercial development is wrong. There is a hotel casino highrise in Atlantic City with a lot parcel sized section subtracted. The owner later sold for a fraction of the offering price after they discovered it sucked to be surrounded on three sides by highrise. Such is Life!
