If you wish to only address a particular person, use PMs. That's why they're called "private".

You're mixing two different concepts.

Public messages are public. Everyone can read them and respond. But you can pick and chose among them and determine to which you will respond. You are not obligated to engage any person or point. If a point does not interest you, you can read it and move on. If a poster does not interest you, you can put him on ignore. You are entirely in control of your own engagement. What you choose not to engage becomes the background noise of the marketplace.

PMs are another animal entirely. It's about privacy, the inability of others to read your message or you to read theirs. Even with PMs you can chose to engage or not engage. Delete the message without response and you have chosen not to engage.

This morning I found a couple of dozen unread messages on this thread, four of them directed at me. I elected to engage one of them, yours, and leave the rest. That has nothing to do with privacy.

Engagement and privacy are two different concepts.
