I don't think Cheney has changed much. I think the world changed and a weak President gave him an opportunity to flex some real political muscle. The danger in having a weak President is that guys like Cheney can run the show from the backseat. This was Cheney's war, pure and simple, and Bush was fool enough to think it would lend the air of a "noble cause" to his Presidency. Instead it has shown him to be a tragically ineffective President.
