If I'm wrong about this, I apologize up front. If someone steps aside and then goes to being close to being fully invested, then yeah, I'd say that was good money management. I was focusing on skill. Skill shows up when people can earn consistent profits in a down market. At least that's how I would define skill and have a way of measuring it.
