Propaganda would be negated by the slaughter of the foreigners in iraq by the tribal leaders and baathists after a deal was struck. If al quaeda disappears their propaganda victory will be shortlived I'm afraid you are sadly underestimating the Arab ability to spin real-world defeats into propaganda victories. Al Jazeera and the rest of the Arab world don't care who actually dies in Iraq, and they certainly would not start caring if al Qaeda was slaughtered in 99% of Iraq. When Arabs kill each other, there is no story. How many times must I repeat this obvious rule?
