Since you don't seem able to read the article, let me explain. In this case, Hamas executed a large attack - they assembled and sent a truck bomb into Israel (the article doesn't mention it, but the nature of this attack lends credence to previous warnings from the Shin Bet [=domestic intelligence] about Al Qaeda infiltration of the territories). If Shin Bet had known about the truck bomb beforehand, they would have stopped it before it was fully assembled, much less driven into Israel, so they didn't know. However, they got a lucky break in this case - the splodeydope lost his nerve and drove the truck back into Qalqilya, where it exploded. The Shin Bet called it a "work accident" but it also could have been a timer. Suicide bomber rings often take precautions against the driver chickening out. The article doesn't say whether it was the truck-driver's behavior or the explosion that alerted the Israelis, but it's likely that he was the first arrest. Whoever was arrested first talked, and then the other 19 arrests followed quickly. I cited the article as an example of the routine news announcement of rolling up a suicide bomb ring, whose existence you doubted.
