Cheney assaulted the CIA by physically going down to Langley (a shocking first for a VP or White House official) and directly interfering and arm-twisting the intelligence analysts into shaping the intel to fit the policy. The policy even before 9-11 was that invading Iraq (for the oil) was priority #1 along with doubling the price of energy, getting rid of pollution regulations, scrapping alliances and doing away with taxes for billionaire estates. Cheney also bullied Tenet into drinking the kollaid and starting to lie for the policy aims.
