The list of very bad administrative practices is well beyond longish. Almost all the articles on Wolfowitz mention these. I gather you have yet to read those.

I've heard this argument about bad management practices which left longtime staffers upset. However, I've got no ability to tell if they were really bad management practices if the assessment were up to an objective observer, or if they pissed off one of the longtime staffers and he called them "bad management practices". These bad management practices should show up somewhere in WB productivity numbers? In other words, someone made the judgment that he was a bad manager - so where is the real negative affect? I don't know if there is some objective way to measure that, but that would hold a lot more meaning to me than the "bad management" value judgement (usually by WB staffers who were there before he came on, and probably were opposed to him and his agenda from the start) that a person attempting to radically change a government organization is doing a bad job.

From what I know it sounds like his goal was good - measure loans based on lack of corruption in the recipient government rather than the previous method of the more cash out the door the better, regardless of the productivity of the loan. That sounds like a good goal. If he achieves that, I don't care if you or someone else thinks he's a bad manager. If he fails to achieve that, then yeah, regardless of what you or other's think, he will be a failure at the WB.
