Semantics.

Laws are passed by legislators... while science has theories that are ever questioned and ever refined.

Actually... wasn't this 'law' of gravity first just one (of many) hypothesis to explain the observed effect? (Just as Newton *began* the process of closing in on an acceptable 'Theory' to explain Gravity... but numerous later thinkers, stretching from Einstein to Quantum theorists, have continued to work to refine man's ever-changing Theory for Gravity; so do was Darwin's seminal work on a Theory of Evolution [long before Crick's discovery of DNA's shape] just a starting point for a theory to explain another natural phenomena --- which has also been a work in progress for centuries now....)

I guess what I'm saying is: I don't see what difference you are attempting to point to.

ALL KNOWLEDGE is partial and incomplete....
