I am hardly fully familiar with the detailed history, although I know part of it. I would call the imposition of a special tax on non-Muslims discriminatory, wouldn't you? If the US imposed a special exclusive tax om Muslims, can you imagine the howling?

And, yes, prior to about the early 20th century, Jews often attained positions of prominence in Muslim society. They have the concept of "the people of the book"- -Muslims, Christians, and Jews, although at least one always seems on the outs. Hindues, Buddhists, etc., are pagans (according to them; I've found them as well mannered and civilized as any groups).

And those who consider the Dali Lami an enlightened holy man need to do a bit of study of the history of Tibet and Buddhism there.
