Yes, provided you have an open slot on your motherboard. (I am sure you do)
With a tv card and on board video, you will be able to view the TV in a window on your display.
Should you want to use an additional display, you will need an additional card.

Be aware that you can not use onboard video and a video card together, but you can use ob video w/ a TV tuner card. Your motherboard will see the card and direct all video through it. So, if you do get a video card in addition to your tv card, be sure it has dual outputs. Outputs that match your display inputs. IOW's VGA, DVI-A or DVI-D.
