Yes. AMD could have done it purposely so that Intel set a lower design goal for the 45nm Penryn processor.

Of course it's working. AMD share price is in imminent danger of shooting up. Their market cap will soon exceed that of Google. Investors are complaining about all the capital gains taxes they have to pay. They are purposely delaying revolutionary new products to give insiders a chance to accumulate more low cost options. Furthermore Intel is rumored to have canceled all new core development and will soon lay off 90% of their engineers because they think are ahead of AMD.
