Nobody else had a higher percentage of the popular vote though. Not like in the US where most recently a couple of president elections could be won in spite of the other candidate winning the popular vote. That doesn't make those winners dictators though, does it?

It's a minor distinction. He rode the depression to power with promises in a very weak democracy, and he became a dictator soon thereafter. I am not sure what the point is.
