The "surge" is basically an integration of American troops into individual neighborhoods.

It should have been part of the plan (if there had been a plan) when the war was originally begun.

If we had sent in ENOUGH troops with specific sector responsibilities in the first place then we might have created the type of Iraq that we and the Iraqis were hoping for.
